Track 01 — Card Manufacturing

Who Makes the Dual-Chip Card

The B.U.K. card needs two chips on one body: a standard EMV banking chip AND a proprietary NFC security chip. These companies already build multi-chip and custom smart cards at scale.

Primary Targets — Contact First
Tier 1 Card Manufacturers
These companies already produce dual-interface and multi-chip cards for major banks worldwide. They have the tooling, the certifications, and the ability to do custom chip integration.
TOP PICK
IDEMIA
France — Global offices including USA, India, South Africa
World's largest smart card manufacturer. They make EMV cards for Mastercard, Visa, and central banks globally. They already produce dual-interface cards (contact + contactless on one chip) and have a dedicated "Identity & Security" division. Custom NFC chip integration is within their existing capability stack.
Your Contact Angle
"We need a dual-chip card: standard EMV banking chip + proprietary NFC security chip on separate encrypted channels. We are targeting 500 prototype cards and scaling to 100,000+ annually." Contact their Innovation Partnership team. Website: idemia.com → Business Inquiries.
TOP PICK
Thales Group (formerly Gemalto)
France — Offices in 50+ countries
Thales acquired Gemalto in 2019 — Gemalto was THE standard for bank card manufacturing. They produce over 3 billion cards per year. They have a dedicated Fintech & Banking division with a startup partnership program called "Thales PayShield." They already produce biometric dual-chip cards.
Your Contact Angle
"We are building a dual-chip security banking card targeting underbanked populations globally, starting in the US and South Africa. We are looking for a manufacturing partner for a 500-unit prototype run." Contact: thalesgroup.com → Digital Security → Banking & Payment.
STRONG ALT
CPI Card Group
USA — Headquartered in Littleton, CO
US-based card manufacturer — strategic advantage for a Wyoming SPDI application. They produce cards for 3,000+ financial institutions and specifically work with startup banks and credit unions. More accessible than Thales for small initial runs. Already partners with BaaS providers like Unit and Synapse.
Your Contact Angle
"US-based fintech startup building a security banking card with dual-chip technology. We are connected to a Wyoming SPDI application and need a card manufacturing partner who can grow with us." cpicardgroup.com → Contact Sales.
STRONG ALT
Giesecke+Devrient (G+D)
Germany — Global operations
G+D makes currency for 100+ central banks and is a major smart card manufacturer. They have a startup accelerator called "Futurelab" specifically for fintech companies. They are already producing next-generation cards with embedded IoT features — their technology roadmap aligns with B.U.K.'s security chip vision.
Your Contact Angle
Apply to G+D Futurelab program first — free partnership pathway that does not require initial capital. gi-de.com/en → Innovation → Futurelab. Pitch B.U.K. as the "first security-integrated banking card."
SECURITY CHIP
HID Global (ASSA ABLOY Group)
USA — Austin, TX
HID Global is the world leader in NFC access control technology. Their chips are in millions of hotel key cards and corporate access badges. Partnering with HID for Chip 2 (the security/key chip) while using IDEMIA or CPI for Chip 1 (banking) is the most technically sound approach — two specialists, one card.
Your Contact Angle
"We are developing a consumer banking card that integrates NFC access control for residential and automotive applications. We want to embed HID's NFC technology as the security layer alongside an EMV banking chip." hidglobal.com → OEM Programs.
SMART LOCK LAYER
Allegion / Schlage
USA — Indianapolis, IN
Schlage is the dominant residential smart lock brand in the US. Their Encode Plus line supports NFC and Apple HomeKit. A partnership with Schlage means B.U.K. cardholders get compatible locks bundled or at a discount — the security chip becomes useful out of the box. Allegion also has a commercial division for multi-unit properties.
Your Contact Angle
"We are building a banking card that uses NFC to unlock Schlage-compatible locks. We want to be a certified Schlage integration partner and offer Schlage locks through our B.U.K. enrollment program." allegion.com → Partner Program.
📋 What to Say in Every Card Manufacturer Outreach
Lead with the market: "We are targeting 2.4 billion underbanked people globally. B.U.K. replaces the need for a separate home security system, car key fob, and bank card — one card, three functions."
Show the scale path: "We need 500 prototype units immediately, scaling to 50,000 in year 1 and 1M+ by year 3."
Be specific on chip architecture: "Chip 1 = standard EMV (you likely already produce this). Chip 2 = NFC on an independent encrypted channel — must not share data with Chip 1."
Ask for a prototype NDA first: Do not share the full B.U.K. concept without an NDA signed. Lead with the technical spec — "dual independent chip card" — not the full product vision.
Track 02 — Insurance Partnership

The Insurance Angle

B.U.K. is a dream product for insurers. Faster police response = smaller claims. Real-time monitoring = fewer incidents. Verified breach data = faster claims processing. You have something they need: data and risk reduction.

Insurance Partners — Who is Open to This Vision
Companies Actively Looking for This Partnership
Target tech-forward, API-driven insurers first. Traditional carriers move slow. These companies have built their entire model around data partnerships and are publicly seeking fintech integrations.
TOP PICK
Lemonade Insurance
USA — New York, NY (NYSE: LMND)
Lemonade is built entirely on AI and API integrations. They already partner with other fintechs to offer embedded insurance. Their business model explicitly rewards risk reduction — lower claims = they keep more of the premium under their "Giveback" model. They are publicly seeking hardware integration partners to improve their loss ratios.
Your Pitch to Lemonade
"B.U.K. cardholders have verifiable police response in under 10 seconds and real-time breach logs. This data directly reduces your home and contents claims. We propose co-branded homeowner's discount for B.U.K. members — Lemonade earns lower loss ratios, B.U.K. earns referral commission." Contact: lemonade.com → Partner with Lemonade.
TOP PICK
Hippo Insurance
USA — Palo Alto, CA (NYSE: HIPO)
Hippo specifically markets around smart home technology reducing premiums. They already offer discounts for smart smoke detectors and water sensors. B.U.K. is a natural next step — a smart lock + real-time monitoring card is exactly what Hippo's underwriting model rewards. They have a published API partner program.
Your Pitch to Hippo
"B.U.K. is the smart home security device your underwriters have been waiting for — it's not a device, it's a card in their wallet. Every B.U.K. cardholder is a real-time monitored property. We can share anonymized breach data to reduce your claims." hippo.com → Partnerships.
STRONG ALT
Kin Insurance
USA — Chicago, IL
Kin is a direct-to-consumer home insurer that specifically targets underserved markets — their marketing focuses on people who couldn't get affordable insurance elsewhere. This aligns perfectly with B.U.K.'s mission and the Sovereign Economy's target demographic. They have a stated goal of technology-driven risk reduction.
Your Pitch to Kin
"Our cardholders are the underbanked and underinsured — exactly your target market. B.U.K. makes them better insurance risks by giving them real-time monitoring and police dispatch. We drive your enrollment while you reduce their premiums." kin.com → Contact → Partner Inquiry.
SOUTH AFRICA
OUTsurance / Discovery Insure
South Africa — Centurion, Gauteng
South Africa is the Solar Bunker Phase 1 launch market. Discovery Insure is the most technology-forward insurer in South Africa — they already reward safe driving behavior with Vitality Drive. OUTsurance is the largest direct insurer. Both would be natural B.U.K. partners for the South Africa launch specifically.
Your Pitch — South Africa Angle
"South Africa has one of the highest home break-in rates in the world. B.U.K. provides real-time monitoring and automatic police dispatch. We are launching here specifically and need an insurance partner who understands the local risk profile." discovery.co.za → Insure → Partner.
📊 The Insurance Partnership Math — Why They Say Yes
Loss ratio math: Average home burglary claim = $2,661 (FBI data). Average response time with traditional alarm = 6–11 minutes. B.U.K. response = under 10 seconds. Earlier police arrival = higher recovery rate = lower claims. This directly improves their loss ratio.
The deal structure: Insurer offers B.U.K. members 10–20% premium discount. B.U.K. earns $25–50 referral commission per enrolled member. Both sides win. The insurer only pays the discount if the member is already enrolled — so no risk to them.
The data play: B.U.K. breach logs are anonymized incident data insurers can use to refine risk models for geographic areas. This has underwriting value independent of individual member discounts.
What you ask for: A Letter of Intent (LOI) stating they will offer a 15% homeowner's discount to verified B.U.K. cardholders and pay B.U.K. a referral fee per enrolled member. This LOI is what you show investors — it proves the revenue model works.
Track 03 — Banking Infrastructure

Funding a Digital Bank

Two paths to banking: get a charter (you become the bank) or use a BaaS partner (you plug into someone else's banking license). The right path depends on your timeline and capital. Here is the full breakdown.

Path A — Banking as a Service (BaaS) — Start Here
Launch in Months, Not Years
BaaS means you plug your B.U.K. card into an existing bank's infrastructure. You get all the features of a bank account without needing a charter. This is how Chime, Current, and thousands of other fintechs operate. Use this to launch and prove the model while the charter application processes.
ALREADY IN ECOSYSTEM
Cybrid
Canada — Toronto, ON (US operations)
Cybrid is already referenced in the B.U.K. documents as the BaaS layer for the KUTL Card. Using the same BaaS provider for both B.U.K. and KUTL Card means one unified account dashboard — exactly what the blueprint describes. Cybrid provides crypto-enabled banking, which means KENO token integration is native, not bolted on.
Why This is the First Call
You already have a relationship pathway here through KUTL Card. Expand the existing conversation: "We want to extend the Cybrid integration to include a second card program — the B.U.K. Security Banking card — with the same underlying account structure." cybrid.app → Contact Sales.
STRONG ALT
Unit
USA — San Francisco, CA
Unit is the fastest-growing embedded banking platform in the US. They power card programs for 200+ fintechs and specifically work with companies at the early stage. Their minimum is lower than legacy BaaS providers and they have a formal startup program. CPI Card Group (Track 1 target) already integrates with Unit — meaning card manufacturing and banking could be bundled.
Contact Angle
"We are building a dual-chip security banking card targeting underbanked populations. We need a BaaS provider who can support a custom card program with real-time balance updates and KENO crypto integration." unit.co → Get Started.
BACKUP
Column Bank
USA — San Francisco, CA
Column is an actual nationally chartered bank that offers API access — meaning you get the stability of a real bank charter without going through the 2-year charter process yourself. They are developer-first and work with fintechs building novel card programs. Their partner bank structure is ideal for B.U.K. if Cybrid does not cover all needed features.
Contact Angle
"We are building a fintech card product that needs national bank backing from day one. We want a partner bank that can grow with us from 500 users to 1M+." column.com → Developer Access.
Path B — Wyoming SPDI Charter — The Long Game
Become the Bank — Full Control, Full Revenue
The Wyoming SPDI (Special Purpose Depository Institution) is already in your roadmap. It takes 18–24 months and $5–10M minimum capital but gives you a full banking license. This is the endgame — B.U.K. becomes its own chartered bank and keeps 100% of interchange and deposits.
Requirement Detail Estimated Cost Status
Minimum Capital Wyoming requires minimum $5M–$10M in capitalization before approval $5M–$10M Phase 3–4 Target
Legal Counsel Wyoming banking law specialist + regulatory filing attorneys $150K–$300K Budget in Phase 2
Application Filing Wyoming Division of Banking SPDI application + review process $50K–$100K Phase 2
Compliance Officer Full-time BSA/AML compliance officer required for charter approval $120K–$180K/yr Phase 3 Hire
Technology Infrastructure Core banking system, fraud monitoring, KYC/AML integration $500K–$1.5M Phase 3–4
Timeline Application → review → conditional approval → full approval 18–24 months Start Phase 2
TOTAL SPDI PATH Everything needed to operate as a Wyoming chartered bank ~$7M–$12M Phase 3–4 Goal
🏛️ Wyoming SPDI — Why Wyoming Specifically
Crypto-native by law: Wyoming passed the SPDI Act specifically to allow crypto-friendly banks. A Wyoming SPDI can legally hold both USD deposits and digital assets — meaning B.U.K. can hold KENO balances alongside USD without needing separate crypto licensing.
No insurance requirement: SPDI institutions do not require FDIC insurance, which eliminates one of the most expensive requirements for new banks. Instead, they operate as custodial institutions with 100% reserve backing.
Precedents already set: Kraken Bank and Custodia Bank both received Wyoming SPDI charters. The regulatory pathway is proven — it is not experimental.

Dependencies + Blockers

What Blocks What

Understanding the sequence is everything. These are the dependencies that determine the order of operations.

Already Exists
✅ Cybrid BaaS Relationship
KUTL Card already uses Cybrid. B.U.K. banking chip can be added to the existing program relationship — not a new conversation from scratch.
Already Exists
✅ Wyoming SPDI in Roadmap
Already listed in the Sovereign Economy plan. This is not a new idea — it is an existing goal with a new urgency now that B.U.K. needs it.
Must Happen First
🔴 NDA with Card Manufacturer
Nothing about prototype pricing, chip architecture, or timelines can be confirmed without an NDA. This is the first action item — everything else waits on this conversation.
Must Happen First
🔴 Insurance LOI Signed
Investors need proof the revenue model works. An LOI from an insurer saying "we will offer a 15% discount to B.U.K. members and pay a referral fee" is the single most powerful document for the Series A raise.
Depends On Charter
🟡 Full Banking Chip Independence
The banking chip can launch through BaaS on day one. Full independence from the BaaS provider (keeping 100% of interchange) only happens once the Wyoming SPDI charter is approved.
Depends On Beta Data
🟡 Hyperliquid Integration
HL perp profits → B.U.K. banking chip is a powerful feature but it requires the banking infrastructure to be live first. This is a Month 8+ conversation, not a Month 1 conversation.
